IMO I’d go for …
IMO I’d go for Maxpedition for hard use overbuilt quality gear that is well designed for both conventional and modular load bearing. Pacsafe is great for the average Joe who wants his/her stuff secure. I think the mesh guard is a great idea. If only you could combine both Maxpedition design/build quality, and Pacsafe mesh technology it may appeal to more people.
